KDE 4 and Custom Menus

Greetings:

In KDE 3, you could define custom menus for the root window by going to:

Settings -> Desktop -> Behavior and then using the Mouse Button
Actions section in the General tab.

I cannot find the equivalent functionality in KDE 4. Is it gone, or
does someone know how to find it?
