There is a backport of Powerdevil for KDE 4.1 which adds many features
to the SystemSettings Power Management option . I think correct link
is http://www.autistici.org/debian-xgl/debian-incoming/powerdevil/
(must follow BUILD instructions). Not sure if that will change your
current configuration or append to it. Depends on where your actions
are configured.
