Some of you may remember some 3.0.0 betas which had /usr/sbin as a file.

The correct fix is:

<stop X and log in to a console>

apt-get --purge remove kdelibs4
apt-get --purge remove libarts1
apt-get install arts kdelibs kdebase kdenetwork
