The version of debhelper currently in sarge/testing does not support 
dh_install --list-missing:

paul@kippax:~$ apt-show-versions -a -p debhelper
debhelper       4.0.2   install ok installed
debhelper       4.0.2   stable
debhelper       4.0.2   testing
debhelper       4.1.9   unstable
debhelper/stable uptodate 4.0.2
paul@kippax:~$ dh_install --list-missing
Unknown option: list-missing
dh_install: unknown option; aborting
paul@kippax:~$

So it looks like you will need debhelper from sid/unstable.
