I think you can fix this if you use a Makefile which includes the
admin/debianrules file. Check out an kde deb and look at the debian/rules
file for how to do this.
In the short term, though, you can fix this behaviour by doing
make install kde_htmldir=/usr/share/doc/kde/HTML
instead of just make install.
