I'd suggest:
kde (all of the official kde packages except kdesdk + dev-packages)
kde-desktop (just kdebase + kdm)
kde-devel (all the stuff needed for development + kdevelop + qt3-designer +
kdesdk + api docs etc)
kde-extras (collection of KDE 3rd party apps)
