so we have the situation, that the old app (which is not aware of the
existence of the new library) would have to use this switch. but to
be honest, i don't think, that many apps do it.

yes. this is completely true - fortunately.
but we were talking about development packages and compiling. and there we 
have the conflict ...

sadly, we are talking about unpackaged sources. or did you ever
compile the sources of a .deb, if you could get the ready .deb?
the only debs i've ever build myself were those, which i hacked
in advance.
