I basically agree with what Colin was saying up to there.....but not
to that last affirmation.

The lintian check about translatability avoided a lot of non
translatable debconf templates (at least this is a guess...but when it
was introduced, I saw a bump in new strings for debconf templates,
showing that many maintainers realized they were omitting something).

So, I'd vote for this check to be kept....even though there are many
cases where it will be legitimate to ignore that lintian warning.
