but they are not marked as obsolete strings in the PO file. Should

be?
As long as they are still used in the package, no.
The template these strings come from is dealing with a transition that
will no longer happen because it happened in the past in older Debian
versions.
This was reported to the maintainer as a bug with the suggestion of
removing the template.
However, really removing it is up to him|her and I have no control
over this.
So, during the review process, I marked the string as "not reviewed"
so that people are not surprised in case there's bad English in it.
Then, it also helps you translators to decide whether you still want
to translate that string, knowing that it is not used and the
translation is likely to be wasted entirely in case the template is
dropped in a later package version......or you prefer being 100%
anyway and make a quick translation just for the sake of it.
As an example, Esko, who translates in Finnish, ignores these strings
(and therefore sends "incomplete" PO files while other translators
translate them quickly.
