There have been a number of section rewrites and new sections added in the meantime and, right now, there is no deadline established for the Release Notes. In the near future there will probably be a big change in the "Minimal system upgrade" section, and probably in the information related to kernel upgrades. Again, I will send a mail to the list when the document is in a stable format, with a deadline for translators.
