I though about dpkg's output. This output is used i.e. by dselect.
Of course some programs need the field name in native version, but
we can add another switch to dpkg.

My proposition:

dpkg --lang=pl_PL -s dpkg (could be equivalent of LANG=pl_PL dpkg...)
Pakiet: dpkg
Istotny: tak
Opis: System pakietów Debiana
 Ten pakiet zawiera programy ..............
...

dpkg --lang-description=pl_PL dpkg (this could be for piped processing)
Package: dpkg
Essential: yes
Description: System pakietów Debiana
 Ten pakiet zawiera programy .............. 
...
