Hi maintainers,

Slurm 23.02 was released in Feburary, with latest version 23.02.2.
Atop many new features and bug fixes, a new command scrun is added,
which works as an OCI runtime proxy to run containers seamlessly via Slurm.

Per my own test, not much effort is needed to port slurm-wlm package to 23.02 including:

- refreshing existing patches (some file offsets are changed)
- installing scrun in both slurm-client and slurm-client-emulator package

Please consider updating (and backporting to bookworm after it is released, if possible).
