libfabric migrated to salsa

Hi,

I have migrated libfabric to salsa
(https://salsa.debian.org/hpc-team/libfabric), updated it to 1.5.3 and
added the psm2 provider. As soon as libpsm2 is in the archives, I can
upload it.

Please note, that I also reverted the package back to dep14 style (this
was used in my original packaging and later reverted without consulting
me :( ). See

@Benjamin: Thanks for your improvements on the package. You will have to
use a fresh clone, if you intend to continue working on the
package. I committed your (amended) patches in the patch-queue/debian/master
branch using your author address.
