Bug#357523: /etc/locale.gen not created

Steps to reproduce
-dpkg --purge locales
-make sure you have no /etc/locale.gen file
-aptitude install locales
-enable en_US.UTF-8, and no default system locale in the debconf
screens
This is supposed to create /etc/locale.gen, and generate the locales you
chose, however it does neither. A subsequent dpkg-reconfigure locales
(chose the same settings) will create the file and generate locales as
expected. The problem only occurs during the initial install.
