Bug#326249: Documentation and behavior of sigwait disagree

  sigwait's documentation claims that it always returns 0.  However, it 
appears that it can in fact return an error; for instance, if I suspend a 
program using Control-Z while waiting on the set {SIGWINCH}, I get EINTR out 
of sigwait.

  Either the documentation or the implementation should be fixed.
