Bug#183477: libc6's conflict against php4 is pretty much bogus and useless

which asked us to conflict.

Since it looks like php4 did something to fix the problem, not us, I'm
willing to go with the PHP4 maintainer's opinion that the conflict can
be removed if he thinks that partial upgrades won't be broken by it.

It's definetly not realted to the wine conflict.
