There's a reason Red Hat put together this patch.  Static binaries can
hang around for a very long time... I think that while this patch works
we should keep it.  It may not be that long, because more uses of the
construct will crop up in glibc eventually.

[Recall that the patch fixes two compatibility problems:  __ctype_b not
 available for linking, and the _way_ in which it is unavailable
 crashing static binaries.]
