I'm subscribed to that Redmine issue since the sprint in Vienna.
If adding xvfb to the dependencies of qgis-mapserver fixes the issue, that
sounds like the way to go.
It may needs some alternatives if full blown X is already available, but I
haven't tested this yet.
I haven't verified the issue personally as I don't have a testcase to
reproduce the issue with.
