I'm making the decisions for gdal in debian, but can only give
recommendations.  If the C++ API isn't stable as Frank explains here,
it might be better to separate it out in a separate library package,
and rename the package on every release, or drop the C++ library from
the library API.

For the mapserver package in Debian, I choose to _not_ make a library
package after being explained by the authors that the library API was
still in flux, and they had no immediate plans to keep the API fixed.
