No, it's not.  It's the law in the EU.  Europe still has some free
countries left.

Actually you have to carry your ID-card with you. But the police mostly doesn't check that. They just check it while you are passing a border in the EU or if you were seen at night at a place where there happened to be a crime.
Anyway, carry it with you. :o)
