which was suboptimal but still okay (as-in "readable").

The manual says:

              Handle extra command line arguments as UCS-2 (default is ASCII).

which reads to me like "arguments are already UCS-2, so don't re-encode
them" (how this works with arguments terminating at NULs is beyond me,
but that's neither here nor there). However:
