Installing a single .deb



Need to install a single .deb that's not on my CD set
onto a system that's not on the 'Net.  Since a single 
.deb is not an 'archive source' dselect Access does
not recognize it, and since it's a file: neither does
apt-get.  Both local and on-line docs don't seem to
cover this simple case.

I'm sure there is a simple answer, but it has eluded
my simple mind for years.  Enlightenment appreciated.
