Additionally, that patch is a new feature. New features never get added once
a branch is released.
And, if the patch were applied as is, then dpkg-source wouldn't be able to
extract it's own output. It attempts to compare the --- and +++ lines. It
gets past the --- line, but fails when it attempts to compare the +++ to the
--- line.
