It appears to me that the control file is the only file from control.tar.gz that isnt extract to /var/lib/dpkg/info/ If all the files from control.tar.gz were unpacked, then we could attempt to rebuild the binary package prior to upgrading or removing it, which could be handy if something goes wrong with the new package, particulary if it breaks the network.
