You get the packages status with:
	dpkg --get-selections 
and you can set this selection with 
	dpkg --set-selections

If you mean the configuration of the packages/programms, copy all
files in /etc/ and you get it all (unlike suse):
	tar -zkcf /root/etc.tar.gz /etc/
