Julien noticed that

do exist and wants to make it useful.
For instance we could mimic webwml, i.e. have tools running periodically
to warn translators when original has changed.  Files are put into
/manpages/<lang>/<some-dir>/foo.1 (or .pod, .sgml, etc) with some
standardized comments to automatically determine when translations are
outdated.

Are there other translation teams interested by this project?
Is there a reason not to use this CVS repository for this purpose?
