Any solution that is the same for every device is completely wrong.

Cloud images should probably auto-reboot ASAP since they will mostly be
unattended. User desktops, laptops, phones will often have a logged-in
user who can be asked to reboot. Home routers and servers with a low
period in user activity should be auto-rebooted during the period of
low user activity. Any servers managed by config management or within
an enterprise should never be auto-rebooted and probably should not
notify anyone other than the monitoring system, via reboot-required.

So there probably needs to be a debconf prompt for this.
