What *is* valid in the context of this thread is the following policy:

  IF the return path of the email is "lists.debian.org",
     AND the email would be rejected or bounced *due to content filtering*,
     AND it has a header "Precedence: list" or "Precedence: bulk",
     then discard it instead of rejecting or bouncing.

I do wish people would be far more explicit about what they mean when they
suggest something that could lead to data loss :-(
