It would be useful if this could be clarified in any revision of the
proposal - I don't think I was the only one to read it as saying that
non-release ports wouldn't have any options other than simple snapshots.

My thought was that some of the non-release architectures that were in
generally good shape might want to provide a version stable which would
ideally involve the ability to do things like tracking the released 
stable.

Yup.  Presumably there would be varying requirements from the ports - at
least some of the ports would be perfectly happy with simple snapshots.
