"Nice to have" is an expression I choose to use to express my point.
I'm sure you are not really interested in discussing my syntax or
choice of words. At least I hope you are more interested in
discussion principles and ideas, and not your opinion on how to
interpret the works I use to express myself.
My point still stands, which is that recommends is useful to express a
stronger relationship then suggests, while not making it a depend, to
document that the package in question should be included if it exist,
and ignored otherwise.
