We have been discussing this issue recently in debian-apache and
debian-policy [1].

On the other side i see that there is a small gray area here. apache-ssl
is a web server. mod-ssl is a feature for apache and not a webserver on
its own so i don't really understand why you want to provide /var/www.
That should be apache responsability. imho you should only provide a piece
of configuration that users can look at as example.
