Yes, it's useful to have a separate libiconv distribution for platforms
other than GNU/Linux. However, if you already have glibc, why would you
want a separate libiconv package?

I don't understand what problem you're trying to solve. Any package that
needs iconv would compile fine on a Debian GNU/Linux system since it would
find the necessary functions in libc already.
