Change Password with chpasswd@db.debian.org

Hi. I have been trying to change my password now for a while. It was reset or
disabled in November. Every time I try to use the command
echo "Please change my Debian password" | pgp -fast | mail chpasswd@db.debian.org
I get the following email response

I have emailed this account many times and no one responds. Someone please
let me know what I need to do. I cannot logon to upload packages or to the db.debian.org
web page anymore.
