How? Does it somehow stop the maintainer from closing items that are
genuinely resolved, or setting tags, or adjusting titles or severities?

The fact that the wishlish item is listed by the BTS in no way forces
the maintainer to do or not do anything. Thus it cannot be coercion.

No, I do not recognize any act of coercion here at all. The
maintainer's freedom to act or not act as he pleases is in no way
affected by the existence of an open wishlist item.

Evidently, you're wrong. There is lots of question, and I still do not
see any coercive effect whatsoever.
