FTBFS: architecture all packages

Hello,

Is it still a requirement that packages must be able to build
from source, even though they do not need to get built from source?

Apparently the webmin maintainer thinks it doesn't matter, see bug
155620.

Reading the bug report, there seems to be some confusion here.

For instance, splitting a package up into multiple *.deb files does not
mean the source package needs to be split up. The one source package can
be used to generate more then one deb package.

Similarly, even if the source package is split up (and I can't
understand why this is needed), it should still be possible to have a
working build system that complies with Debian policy for each one.

This still appears to be a problem in sid.
