There is already such a mechanism.  See below.

Currently, scripts in /etc/resolvconf/update.d/ get run when
resolver information changes.  So, would it suffice to create
/etc/resolvconf/update.d/squid containing the following?
    #!/bin/sh
    /etc/init.d/squid reload
