The shortcomings of package Sections have been discussed
at great length several times before. Check the archives.
Packages in the archive were once stored in different section
subdirectories of binary-i386 et al, but as of woody that is
no longer the case. Sections are obsolete. They continue to
provide some help to the person looking for a software package
that meets a particular need ... but not much. Instead, Debian
needs a multidimensional classification system like Freshmeat's.
In the meantime, I don't think it's worth worrying too much
about what Sections packages fall into. Arguing over whether
"x11" should be for X packages or for software that *uses*
X is especially wasteful of your valuable time. No agreement
will ever be reached.
