krb4 version number

According to <URL:http://packages.debian.org/libkrb-1-kerberos4kth>

 stable  libkrb-1-kerberos4kth 1.1-8-2   (96.2k)
testing  libkrb-1-kerberos4kth 1.1-8-2   (96.2k)
unstable libkrb-1-kerberos4kth 1.1-11   (96.7k)

However, according to dpkg this means that the version in stable has a higher
version then in unstable:

[502] [scrooge:bam] ~ >dpkg --compare-versions 1.1-8-2 lt 1.1-11 && echo OK
[503] [scrooge:bam] ~ >dpkg --compare-versions 1.1-8 lt 1.1-11 && echo OK
OK

I thought that the system was designed to prevent stable becoming a
higher version then unstable?

The reason I ask, is because apt-get won't allow me to "upgrade" from
stable to unstable, because it thinks I am downgrading.
