the name and policy wording is for my feeling not as clear as you think,
that was the reason for the question of the OP in the first place. I
suggested an extension to the policy as a wishlist bug, which is not as
strict as it can be, but imho the right way to ensure maintaining debian
packages is doable in a finite timeframe, and still according to a well
defined policy.

i.e. i propse that restart may start the daemon if it was not running and i
propose that force-reload can act like restrat, or it can fail with an exit
code, depending on the method it is implemented.
