What sf.net is doing is a great way to force users to think about whos bandwidth is better to suck from. Many users don't think that far that just download from the 'main' site. Its slightly better than round robin DNS because hopefully the user can pick a site near them.
If someone solves this problem in an automatic way that really works all the time and is Free and doesn't depend on insane infrastructure around the world, I think sf.net could be clued in.
