You run pgi-build --no-post-clean, put misc/live at the NFS export
location, and tell your users to use it.

E.g., at the syslinux prompt:

install nfs=my.nifty.host:/export/live

The _Using the PGI Debian Installer_ manual says:

nfslive=host:path

    nfslive instructs the installer to mount its live filesystem using
the NFS network protocol. The live filesystem includes the actual
programs to perform the system installation, as opposed to the code
which boots the kernel, performs hardware detection, and configures the
network, which is always contained on the installation medium. For this
option to work, an NFS server must be running at host, reachable via the
network, and be configured to export a live filesystem at path
corresponding to your installer medium. Vendors that plan to support
this option should prominently document the correct values for host and
path.

    [Note]

    If the live filesystem cannot be mounted via NFS, the installer will
fall back to searching for one on the installation medium.

The only things you are "locked into" are the kernel and the initrd
contents (though even the latter can be overriden for most purposes).

Supporting PXEboot is something a couple of us at Progeny are pretty
interested in.

Well, not everything you might need to have on the live filesystem
(e.g., XFree86, GTK+, Glade) may be udeb'ed.
