update excuses for caudium

Any idea why this doesn't go into testing yet?
it's keeping php4 4.1 from woody

I'm wondering if there is a way to make multiple independant binary
packages from one source package.
So the caudium-php4 package does not delay the whole php4 suite. :-(
The testing process is nice, and it's a good thing to have consistent
version numbers in the archive... but caudium-php4 does not depend on
php4; neither the other way round; but bugs with php4-cgi delay the
apache-php4 module and caudium-php4 and the other way round, which is
actually not necessary. :-(
