My goal is to provide a working environment for normal user. I
understand that a few users end up running gphoto2 as root because they
can't figure out how to setup the permission correctly.
If I find a way to write a debian hotplug script for gphoto2, most users
will never notice it and use gphoto2 from their normal accounts and you
can still remove or modify the script to allow your roommate to plug it
for you.

Because you give access to a group of persons instead of to only the
owner of the camera.
