So, asside from "screw 'em" what's wrong with this statement?
Putting the docs in a separate package means that you can choose to read
the docs without installing either the runtime or the -dev packages. You
are also free to install any combination of the three that suites your
needs. As the runtime and the docs packages are both about the same size,
I saw no reason to bulk up the -dev package with unnecessary cruft.
