local manpage location?

Hello,

since my package net-tools has a conflict with manpages-fr I wonder what the
right place for manpages is. See Bug #83894

Looking in my share/man/* dir is see a lot of different locales, so I can't
tell which is right. A glance in policy and packaging manual did not helped
me eighter, so what is the right direcion?

Until I know, I have disbled installing national man pages in net-tools. The
main question is /usr/share/man/fr/ or /usr/share/man/fr_FR/ or
/usr/share/man/fr_FR.88591?
