resource control/limits

Hello,

Just recently on my users did RewriteRule in apache 'RewriteRule ^(.*)$
/~user/p/', without [last] and this caused infinite loop which made
two apache processes hog 256MB memory each, all available memory. In few
hours VM managed to kill the misbehaving processes, luckily didn't kill
init or ssh first :)

Anyways, to the point, how have people implemented setrlimits for daemons
in debian? How about PAM limits for users, any tips for good settings
to start from? They propably don't apply to a suexec driven user binaries
though.
