It should have at least been serious: "in the package maintainer's opinion,
makes the package unsuitable for release."
That's as good as an explanation for this bug as any. I certainly wouldn't
want to release a package of mine is such a state as that. A simple bug to
fix, that affects more than a small, non-consequential percentage of users.
Remember, testing is supposed to be very close to stable. The idea behind
testing was that it was supposed to be instantanously releasable at a moments
notice.
