He wasn't asking whose packages build-depend on groff-base.

He was asking whose packages depend on the "refer" utility to build.
Such packages should *ALREADY* build-depend on groff-base, but may not
use the refer utility specifically.

If you don't understand what people are saying, ask for a clarification,
don't assume they're asking a stupid question.
