I made a draft.
It's based on menu-policy.

/* Debian doc-base policy */

Apps/
 Databeses
 Editors
 Emulators
 Graphics
 Hamradio
 Math
 Net
 Programming
 Tools
 Technical
 Text
 Shells
 Sound
 Viewers
 System
 Games
 Help

Debian/

Devel/

Licenses/

/* Debian doc-base policy */

WindowManagers and XShells in menu-policy are included in
Apps/System.
And Games in menu-policy is in Apps/.

Apps/ is a section for normal applications' documents.
Debian/ is a section for specific documents of Debian.
(e.g. Debian policy manual)
Devel/ is a section for development.
(e.g. GTK+ reference)
Licenses/ is a section for licences.
(e.g. GPL)

It's only a draft.
Any suggestions are welcome.

Thanks.
