This makes sense to me. There is also the related situation of
declaring a dependency on packages which don't exist in the archive at
all. For example, a number of Emacs Lisp packages declare Depends:
emacs20 | emacs21, for example, while emacs21 doesn't exist in the
archive yet. If policy is going to amended, it would be nice to
explicitly allow this as well.
